JOB 26:8-9

He binds up the waters in his thick clouds, and the cloud is not split open under them. He covers the face of the full moon and spreads over it his cloud.”

JOB 37:6

“For to the snow he says, ‘Fall on the earth,’ likewise to the downpour, his mighty downpour.

JOB 37:11-13

He loads the thick cloud with moisture; the clouds scatter his lightning. They turn around and around by his guidance, to accomplish all that he commands them on the face of the habitable world. Whether for correction or for his land or for love, he causes it to happen.”

PSALMS 104:13

“From your lofty abode you water the mountains; the earth is satisfied with the fruit of your work.”

1 KINGS 8:35

“When heaven is shut up and there is no rain because they have sinned against you, if they pray toward this place and acknowledge your name and turn from their sin, when you afflict them, then hear in heaven and forgive the sin of your servants, your people Israel, when you teach them the good way in which they should walk, and grant rain upon your land, which you have given to your people as an inheritance.”

Here it is clear that Solomon, the wisest man who ever lived, believed that God controls the rain.

LEVITICUS 26:3-4

“If you walk in my statutes and observe my commandments and do them, then I will give you your rains in their season, and the land shall yield its increase, and the trees of the field shall yield their fruit.”

LEVITICUS 26:14,19

“But if you will not listen to me and will not do all these commandments,… and I will break the pride of your power, and I will make your heavens like iron and your earth like bronze.

DEUTERONOMY 11:13-14

“And if you will indeed obey my commandments that I command you today, to love the Lord your God, and to serve him with all your heart and with all your soul, he will give the rain for your land in its season, the early rain and the later rain, that you may gather in your grain and your wine and your oil.”

DEUTERONOMY 28:15,24

“But if you will not obey the voice of the Lord your God or be careful to do all his commandments… The Lord will make the rain of your land powder. From heaven dust shall come down on you until you are destroyed.”

JEREMIAH 51:16

When he utters his voice there is a tumult of waters in the heavens, and he makes the mist rise from the ends of the earth. He makes lightning for the rain, and he brings forth the wind from his storehouses.”

MATTHEW 5:45

ACTS 14:15-17

JOEL 2:23

AMOS 4:7
